Yes, I believe the government IS that stupid. Then again, how do you identify "the Government?" Is Nancy Pelosi the government? If so - the government is slap stupid. Our poor, overrun country.
If all of this were the result of gov't stupidity, they'd do something right once in a while randomly. I just don't see that happening.
