Chris looks like a shooter. Whitney looks like shootee.
While it sounds entirely believable (ENTIRELY), and Obama IS guilty of publicly recognizing her death while overlooking Chris Kyle's, it was actually the governor of NJ that ordered flags half-mast for Houston, while the gov of TX didn't order the same for Kyle (though he extended condolences) since he didn't die during active service. At least that's the clarification I heard on snopes.
(there is a reason, though, that the thing you posted is so viral and believable. that stands.)
